It is dated to Oberleutensdorf (Horn Litvnov, part of Litvnov, modern day northwest Czech Republic) on November 5, 1941 and was sent by the board of the Sudetenlndische Treibstoffwerke AG fuel company to Director Berthold Ottens, informing him that he has been awarded the War Merit Cross 2nd Class without Swords for his accomplishments during the building
